The new document retains 2D entities and all general project settings from the file used as a template: General Data, Level Management, Graphic Sheets, Terrain Levels, System Data, Default Entities, Plans, Floor Plans, Sections, Elevations, Tables, and Schedules.
Yes. Elements from the project's BIM object library that are associated with default entities are transferred. For example, if you insert a wall, the property toolbox will display the last selections made in the original file (stratigraphies, materials, etc.).
